The National Council for Higher Education (NCHE) has officially approved and released the Minimum Standards for Implementing Competence-Based Education and Training (CBET) in higher education institutions across Uganda.
At its 83rd Sitting held on 13th February 2026, the Council approved the standards to guide universities and other higher education institutions in aligning academic programmes with the Competence-Based Education and Training framework.
What This Means for Higher Education Institutions
The approved Minimum Standards are to be strictly adhered to during:
- Review of existing academic programmes
- Development of new Competence-Based Academic Programmes
- Alignment of curricula with CBET principles
All higher education institutions are required to ensure that academic programmes intended for first-year student intake in the 2027/2028 academic year are fully aligned to the CBET framework.
Ensuring Quality and Relevance
The Standards are in line with the directive of the First Lady and Minister of Education and Sports, reinforcing national efforts to enhance the quality, relevance, and excellence of higher education in Uganda.
NCHE will actively monitor institutions to ensure full compliance and proper implementation of the Minimum Standards.
